What do you want to decorate? Are you looking for projects using old blinds?
I am assuming that these are 'wooden blinds'...IF you want to keep the blinds where they are currently [attached to a window I hope] are, but just want to improve their look...consider re-staining them to a different color. If you want them lighter, sand them, look them over to see if you like it...if you do, apply a clear sealer & re-hang them. If you want a darker or richer color...lightly sand them & apply a stain that will enhance their look [personally, I LOVE the richness of cherry].
IF these are painted metal or plastic blinds...clean them...hang them outdoors & spray paint them the color[s] you desire; make sure you paint both sides...maybe one side one color...the other side a different color!
IF you are artistic...clean the blinds, let them dry, hang them where you can easily reach them & paint a mural on them, paint a logo, flowers, or whatever your heart desires...then seal it & re-hang!
