What is your current temperature outside and what is the lighting structure?
Get an old plant tray from your local gardening center or nursery. Fill it with potting soil, and add your seeds. Mist it with water to dampen it. Cover the tray with plastic wrap and place it in a warm, sunny window. Watch to see if it dries out...and mist with more water if it does. Do not over water, though. After you begin to see sprouts, remove the plastic wrap and continue to let the sprouts grow until they are large enough to plant outdoors in the garden.
Follow directions on seed packet. I plant the seeds directly in the pot I want them to grow in, as long as it is warm enough outside. Otherwise do what Michele suggested to get an early start before planting season.
