I have treated the lawn and surrounding planters to kill the grubs but it really hasn't made much of a difference. The completely destroy all the first blooms.

Plant Okra, they are attracted to it and will leave the rest of your plants alone.

First you have to get rid of the grubs using milky spore. Do this for two years in a row and your beetle problem will be substantially reduced. Whatever you do, do not use a beetle trap. This will only bring beetles to your garden.

pray for moles as they eat the grubs before thy emerge. Moles do not eat your plants but provide a way for voles to travel in and they are the ones that do the eating. For years we had the worst problem with the beetles and one year the moles came to visit and we have no beetle problem and tolerate the moles instead of the beetles.
