Brasso has always worked well for me.
Clean them. There are a number of brass cleaning products on the market. Any hardware or home improvement store will have several to choose from. Will look marvelous when done!
You will need to remove the protective coating. 100% Acetone (real fingernail polish remover.$ store product ). Use soft cloth or paper towels ...then use any good brass polish... I like Barkeeper' s friend Powder. Better than their liquid product. Rinse, dry, and use a poly spray to prevent future tarnish...bit it ill get scratched, worn, etc and you'll need to do again
