What's the best flower/plant to grow in Texas?

First rototill the clay soil,next apply Gypsum,pelletized lime,ultra light top soil,and peat moss into the soil.In the mean time consider planting in containers.

Besides peat moss, I also added bags of sand near the top. Get a garden soil too. Many top soils tend to harden and you don't want that.
You'll want to amend this soil. Dig it up, add compost, manure, peat moss and such. The compost and manure make the soil richer, the peat moss will lighten it up so the roots can grow through easier. I also add broken up egg shells, banana peels, coffee grounds.
