Without a picture , its hard to give solid advice . I'm going to go with chalk paint though and since its dark , suggest that you prime it first or you'll find yourself applying several coats.
More details on what you're asking please. Color change? Complete makeover from dresser to shelves, basket holder, shoe rack, makeup table, kitchen supply holder, craft organizer, etc? Need to change height up or down, need to hang on wall, center under window, turn into a seat, etc? Initial thoughts, strip, putty, sand, stain or color, stencil, etc.
Hold that though! First is the piece of furniture an antique and valuable? If it is, you may not want to touch the finish (you take a chance on reducing the value of the piece). You can clean it using Murphy's Oil Soap and then rubbing it with a furniture wax made for antiques. You can always dress it up with lacy scarve, doilies and ribbons from antique stores to give it that fancy chic feel without refinishing it. Otherwise, just prime and paint the dang thing in a lighter color of your choosing. But I'd keep the original hardware. Nothing else will look right. Happy painting. Post before and after pics.
