It's going to be messy, but well worth it. Mist water on ceiling,wait a couple of minutes for it to be absorbed then mist again. Use a wide putty knife and being on your damp section and scrape the popcorn off into a bag. This isn't a fast job but it does work. Safety 👓 a must.
I agree with the previous message answer, misting it and then using a putty knife to scrape it. But I saw someone that went one step further and they taped the putty knife to a vacuum sweeper or wet dry vac so that as you're scraping it, the debris will be immediately vacuumed into the receptacle attached to the hose.
We recently did this and used a scraper taped to a shop vac. It was so fast and simple. The mess was minimal. No need to wet it using this method.
