I have that issue as well.They may have to be translated do to a over crowding.
peonies love sun and will usually bloom every year. Sometimes they do get crowded and need to be divided, but there have been the same peonies in my years for years and have bloomed every year. Mulch well and do not over water, but do not let them get too dry. This has been such a strange year they may be a little confused.
Peonies cannot be planted too deep either or they won't bloom. Check with your local plant place or google and see how deep they should be planted. Mine bloom every year....and some are pretty crowded.
