There is only one way I know of to refinish these properly. Scrape off all of the peeling paint and sand surface even. Then, primer (or stain if you sanded all the way down to raw wood) it before applying your paint. Make sure you are using a good quality exterior paint if you want it to last. Cheaper isn't always better if it does not last.
You will need to remove any peeling veneer. Just what is bubbling up or it will just peel off in strips. Use auto body filler to fill in the areas as smooth as possible. Let it cure overnight. Next day lightly sand any high spots and feather the edges. Wipe the doors down. Use a good exterior stain blocking primer. Then you can paint with a good exterior paint.

I painted mine with marine epoxy paint and it never peeled again, make sure you seal the bottom of the door when you take it off.
I agree with William. Follow his steps for best results. One thing to consider as well....if the doors are exposed to a lot of rain, you might consider using a marine paint for the exterior finish. It is made to stand up to water very well and should last a lot longer than typical exterior paint.
