If its vinyl tile, Yes! If its ceramic of stone, No!
If you can feel the indentations where the tiles are grouted with your hand they will eventually show through the vinyl and it will wear unevenly.
There is a vinyl product called Vinyl Planks that can actually be installed over most tile floors assuming they are in great shape. It comes in many different styles and patterns and is available through most home centers. Check it out!
