Sounds like you need a proffesional to get rid of the asbestos first and then repaint the damaged areas- check your local listings for this , good luck!!
Asbestos is only dangerous if the product is breaking up or is being removed. It can be painted if it's been painted before And isn't scraped or sanded. If it is loosened into the air you must contact an asbestos abatement company. A general contractor cannot do this type of work.
If you are going to paint over it make sure if you ever sell that you reveal that on any disclosures for future buyers. This will also factor in the price of your home because it can be costly to remove.
You'lol need to contact a professional once you find out it's asbestos especially if it's been disturbed.
