sand, wipe and paint
As long as neither cabinet has shiny finish, I would lightly sand them both, wipe them down well to remove and sanding residue, then paint. Depending on the color of the cabinets and the color of the paint you are using, it make be smart to use one coat of primer. For instance, if you are trying to paint a really dark wood cabinet a light color such as white. It will help to hide the darker color and make the paint go on smoother and easier as well.
