Try painting it and putting plant boxes on the railing.

Thanks - plants look great, but outside wall is solid metal already painted white and the plants don't make up for that. It's just 4.5' deep so I don't have room for standing plants since I have 2 patio chairs. It needs something, but can't figure out what.

Lowes has reed fencing. Why not take some it unroll it around your balcony on the inside. You can even cover the back of the fencing with dark cloth if you want to keep the white paint from shining through but that will give you a tropical “wall”. Change chairs to Green and window box some tropical plants, You might also get a indoor/outdoor floor carpet in blue. Add in some chimes and lights (go vertical if space is tight!) and it will look very summery tropical when you’re sitting in it. You can trim the fence to whatever height you need with scissors. Have a fun and cute Summer!Sh

Really appreciate knowing about the reed fencing. It's definitely 'tropical' that it needs. I have grey chairs, but I think just covering that blank white look with the help of flowers will really add warmth. I was going to put in grey tile floor but might go with a brown for the warmth again with a great little area rug. Love the lighting idea as well. Thanks.
