a friend of mine has this problem. A window expert told her that it is a film between the panes and there isn't a way to fix it. Wish I had a better answer for you.
What do you mean the seal leaked and you replaced? Did you replace the seal or the double pane glass panel. Once the seal leaked the inert gas, usually Argon, leaked from in between the glass panes and air got sucked in. Air has moisture in it and will cause the film. And sometimes water vapor. You apparently have tried everything to clean the surface of the glass, but its on the inside. When a double pane window seal fails replacing the glass panel is the only solution. The seal can be repaired by a glass manufacturer. I know Ace Hardware sells double pane glass panels. They also install them.

If the seal has leaked the film you see is the result of condensation on the inner surfaces and you can not clean it off...The glass itself is no longer insulating so go to your local Glass and Mirror shop and get the insulating glass in the unit giving you a problem replaced. Depending on the age of the windows and the manufacturer you may be covered by their warranty. Traditionally warranties run from 5 to 20 years depending on the company issuing it.
Unfortunately, once the seal has been broken in a double-paned window, there is no way to fix it other than replacing the glass itself. This can be done at a glass repair shop.
