Do you need a permit to do landscaping in your front yard?
was wanting to put pavers down and rid my front yard of some of the weeds/grass. Is it allowed to do this without a permit and can you park a vehicle on it?

I would do berms and different non mow "beachy" type grasses. If you have pets, research first as some of the little stickers that fly through the air gets stuck in dogs ear canals and uncomfortable and possibly dangerous to the dog, and expensive for repeated vet visits to have removed.
A low maintenance landscape would be light colored rocks instead of grass, and create "islands" of soil for planting grasses, palm trees, aloe, yucca, hibiscus and bougainvillea. The tropical plants of the Caribbean can be your inspiration. I have seen this in Florida and it's really beautiful.

I've lived at the beach (West Coast) most all my life. In Oregon here, its sea grass, pine trees, rhododendrons, ferns and sea decor like driftwood, old boats turned into flower beds, painted plank signs, decoys and seagulls, sea shells, dry river beds with rocks, fountains, bird baths.
In Carmel, lots of ice plant ground cover, flag stone patios, pine trees, decorative grasses,.hedges between houses, flower boxes, jasmine ground cover, ferns.
New Jersey, people used to use crushed oyster shells to not have a lawn, be sure to spray weeds first, and put down landscape fabric.
