My neighbor always pruned hers at end of season sometimes I thought too severe, but every year they'd come back so beautiful! I live in PA near Harrisburg/Hershey. Hope it helps! I have 2 climbers and trim them back twice each summer. They only bloom once. Roses only bloom on new growth. Happy growing!
It depends I see our gardeners come in and just take half the rose bush off and they grow back beautifully. The best time is during the dormant period in winter, between December and the end of February, but remember light snipping is appropriate in summer -- and for roses that blossom just once a year, you can skip the dormant season pruning and perform a light trim just after the summer blossoming period

I always prune mine in the spring. When the rose starts to bud out I cut back to the green pith. You can also prune back to give your rose a nice shape at the same time. Some roses only bloom once during the summer while others have a burst of blooms followed by more sporadic blooming all summer long and some bloom regularly for the summer. All of my roses are shrub roses......the rules for tea roses may be different.
A lot depends on where you live. I live in So Cal so I don't have to worry about really cold temps. I prune mine around Dec/Jan whenever the mood strikes. I cut them down fairly short & cut away some of the branches in the center of the plant to make more room for optimum growing. The great thing about most rose bushes is, they are pretty hardy & despite my "non" professional grooming, they grow back beautifully! Good luck!
