A couple of thoughts: 1. it could be that there is a lot of rock or gravel just under those spots & that will keep grass from doing well. 2. perhaps the soil has been disturbed by dog urine, in which case grass won't want to grow. In that case I have read that adding tomato juice to the soil first should do the trick.
we put out grass seed in our patches only and after 2 years of really taking care of the patch areas we have grass this year. I have heard that you can plant pea plants in the patches and for some reason grass will grow. Our neighbors did this and you cannot even tell where the patches were and they did this planting in late March.
my in-laws had an issue like this.. tried everything.. finally brought in the garden tractor and dug up the area only to find a buried fish pond and stepping stones that were just covered up by the previous owners and barked over.. Sounds like yours is more of a gravel poor soil in spots issue.... sometimes a flock or birds feast on certain types of seeds also. Its not uncommon to have to seed two times to fill in certain areas
