I would start with a good scrub down - one stair at a time. I know it looks overwhelming, but break it down into bite size chunks. I.E. I can scrub, clean and prepare two steps today. You need a good scrub brush, a bucket of soapy water and some cleaning cloths you care nothing about.

Once you've reached the bottom of the stairs, you get to decide what to do next. It looks to me like it calls for carpeting, but depending on your budget, you may choose to add new steps on top the old (I notice the nails showing) and paint the risers. On painted risers, I've seen beautiful stenciling, tiles, mosaics, etc.

One thing for sure - it ain't pretty the way it is!

Boy you can say that again. What is a riser? I'm not to good with this kind of thing. Thank you

Well the step is what you step on and the riser is the board on the front side of the step that rises up and supports the step.
