The only reason to remove them is if they are overcrowded.

They do not need to be removed, only as mentioned, if they get overcrowded. Dig up carefully, divide and replant. They need the "cold treatment" in the ground over winter to bloom again nicely. Also, after blooming, you can cut off the flower stems, but let the leaves die back naturally, they feed the bulbs!
The tulips will never be as pretty again. They will come back but will be faded and weak. Just buy new fresh bulbs and plant in the fall.

Pat, At least try leaving them over the winter and let them come up next spring. Do some research and see what is recommended for your area. They may or may not need to be fed or mulched. Soil in other areas may be the cause of less than stellar tulips the second or subsequent years, additionally weather differences could be part of the cause. Give them a chance before you spend money you may not need to.
