The plastic liners will prevent plants from draining excess water. Over time your plants are more likely to die if their roots are stuck in wet soil. If the basket doesn't have solid sides you can use moss or coir liner. Wash the interior of the basket. Replace any leftover soil with new potting soil. The plants you choose depend on how much sun they will be in. I like to buy small bedding plants like purslane, impatiens, verbena, petunias, etc. They are inexpensive and are easy to plant in a hanging basket. Use a potting soil that already has plant food in it. Water when the top is dry. If you are planning to keep it inside put it in the sink to water because water will run out the bottom and sides.
I purchased 2 of those because I loved the natural vine basket.
I just made a few holes for drainage. No problems.
