I would smother the grass out with newspapers and black plastic

Is it encroaching on in your flower bed? What else is growing near the fence? Smothering the grass with paper, cardboard or black plastic is a good idea if you can reach the area. I would avoid RoundUp because it could damage surrounding plants. Boiling water is also an option if you have a tea kettle that will put the boiling water directly on the grass and not other plants. It is time consuming but very effective.
