How can I keep pets out of my flower garden?

My dogs are constantly in my flowers. how do I keep them out?
The little one (silky terrier) even eats my flowers.

    Shave deodorant soap around in the flower garden,this will also detour other animals and insects as well.Hair shaving,red pepper also keep animals away.

    Cayenne pepper mixed with black pepper is good but needs to be reapplied after a rain. It is possible that after a few weeks of constant heavy treatment, the dogs will not favor the area or go back even after you stop the treatment.

    My neighborhood has a lot of squirrels and rabbits. I can attest that the cayenne pepper works. These little creatures love to eat the tulip bulbs and any eatable plants.
