You need to remove the old paint first.Use citristrip which is a safe non toxic striper.Clean any remaining residue and allow to completely dry before you paint.

You may want to ask your local paint tech about using an epoxy type paint [more durable] instead of regular paint; professionals use PPG Aquapon WB, water base Epoxym98-98 Gloss Curing Agent Code:#0-8862501872-3 Maybe they can suggest a type that is close the what the professionals get to use.
