Definitely doable. This should help you get started!
yes. You have to measure the height of the cement steps and the width and length. Your wooden stairs will fit over this area. You will need to cut the risers first of heavy outdoor plywood, and install them on either side of the cement. You may also need 2x4 supports. Use masonery screws and a carbide drill bit. Then you can install the treads.
