Are you sure it is the bull nose and not the carpet padding that has deteriorated under the carpeting? Most of the time the bull nose is part of the stair tread and not a separate piece. Try this on one stair first.
Use 8d x 2" finishing nails into the carpet and bull nose. Use a nail set to sink the nail head past the carpet and pad. About four nails per stair evenly spaced. Fluff up the carpet with you hand and fingers.
