Google 'gardens' and 'dry creek beds' to see if either might work for you. Also check with your city or county extension to see if you qualify for financial aid.
Some cities will help install a structural drainage system on lots with saturated soils. It would depend on the city and the site of course. My lot in Minnesota has some structural construction on the far side and it is considered a conservation easement which I must respect. The work helped the adjacent years and it was done years ago before we bought here. Good fortune with your project. A tile drainage system would do the job but it may be expensive and you would need the assistance of a contractor and may be expensive.
you might consider a rain garden, which soaks up most of the water and reduces runoff.
