I would suggest going over the old oil-based paint with another oil-based paint in the color of your choice, after cleaning grease, dirt, etc. off walls first. Paint doesn't stick to dirt or grease.
You can NOT paint over oil based paint using a latex paint to go over it unless it's a flat finish. If it's semi gloss or high gloss or even eggshell, the paint will blister off the walls unless you first us a good primer to seal that oil based paint.
It can be done but you must use a bonding primer before painting over oil based paint! Be sure to use the highest quality primer you can afford. This will save you time and money in the long run. Talk to someone in a paint store or to a painter.
