How do I make an entire, round soaker hose weep?

I use soaker hoses to water all my garden, the hoses worked great last year but this year a couple of them weep only along sections of a hose. I washed them off with dawn dish water, vinegar water, and scrubbed the non-weeping sections with a brush but nothing has worked. Seems strange to test a hose and only get sections that work.

Sounds like thye might be clogged- you can try snaking them- good luck!
