A quick update is new handles. This will help whether you paint or not. But I agree with painting them. I'm painting my cabinets right now, and since I can't afford tile, and am a painter, I am painting tile onto my wall (subway tile). There is not tile there at all, and this faux treatment is making the kitchen upgrade!!
Cheap? Clean all surfaces, then shine with Windex or a furniture polish that fits the material and declutter. More money: paint, change hardware, update backsplash, replace lighting and flooring, knock out a wall or two, build an island, replace all appliances with stainless steel, replace a perfectly good double sink with a tub of a farmhouse sink. Clean again.
