Can oil stains be applied over water based stains?
White knots and scrapes on deck want to apply same cedar colour but cannot buy the orignaly stain we applied?

Yes, that should be totally fine!
Yes you can - shouldn't be an issue!
Oil stain can go over water stain, but sand in between. Water stain can not go over oil stain unless you completely remove the previous layer, and that might go down to the original surface. Best wishes 😇
