Home Improvement stores sell bird netting
Go to your local fabric store and buy a bolt of nylon net (in the bridal section, usually). This is the scratchy stuff they used to use to make the skirts of prom dresses puffy. It's super cheap, has large enough holes that there's not issue with sun or water getting in, but is sufficiently small to keep the birds out. They might get to picking at the outside ones through the net, but it should protect most of them.
Cover the bushes with a net to keep the birds off them.
