Can I design a rock staircase that curves into a cottage waterfront?

I have access to a back hoe and it will lift 800lbs of rock at a time. I want the stairs to curve into the lake

Wow! That sounds like an enormous idea to take on yourself...you didn't mention where you are-a picture of the site would have been helpful 😊. I think you should hire a landscape/ aquascape designer to help with the planning and execution of this project. Of course, we want to see it when it's done!!!
