Repair the cracked rubber/plastic between pool coping and sidewalk.

You will have to remove the loose grout and regrout with fresh grout.
Agreed. Remove all the loose and cracked grout with a grout saw or Dremel tool and completely vacuum out the gaps. Then apply the caulk and smooth it with a wet finger or plastic spoon.
Use a beer can opener and dig all the old out, clean the area, and re-grout.
My husband said the loose grout has to be cleaned out, then regrouted. He said if it's really bad, all the grout may have to be taken out then regrouted
