Best Garden mulch?

I have tried ground corn stalks, grass clippings, peat moss, sand and periite on what usedl to be swamp ground years ago. Now its a sub division. They all seem to work well to break up clay soil which is now a first time garden.
What is tbe best to use. I thought about lime but the garden is already planted. I figure It may take a couple of years to break the garden soil up to a mulch consistency.
