Perennials grasses would be the best way economically and you will not be fighting bees.
I use Hostas, there is always someone willing to share them because they grow so fast and you can divide them easily. And one thing for sure you just cant kill these plants. Start with ground cover, space the plants around the pool and use mulch around them. Be sure not to put the mulch near your pool steps you don't want to track it into the pool. A very simple yet nice looking way to landscape around your pool. A little HINT...place a note on facebook for wanted free Hostas, you'll be suprised the response you get, it just takes a little elbow grease to dig them up along with a greatful THANK YOU !
