since you have painted, you need to sand the paint off and paint with primer before painting again with paint. the primer will help the paint adhere.
Take a very fine sand paper and sand off the shine off the surface. It should take paint then.
Is the molding plastic or vinyl ? If so, use paint especially made for surfaces other than wood. Good Luck
They make a product called Wil-bond, available at paint stores, Wipe the molding with it and then paint, it will stick. A good primer for plastic is XIM.
Another idea is to remove the existing molding and use clear caulk around the window. It wouldn't be painted, but it also would not clash with your paint color!
