When I made my wagon I glued up 1X4 boards into flat panels. Cut discs out of the boards the diameter I needed, Then cut the centers out to make hoops. I also went 3" thick by layering the three hoops alternating the grain. 14" wheels for the front and 20" wheels for the back.
