I redid a kitchen counter once, used a u-shaped gouge tool to remove loose stuff, can also use a dremel tool, clean with bleach and water to remove grime and a good brush. Dry throughly overnight, and then re-grout, and then apply a sealer.
If that is too much work, you could clean throughly, and get a darker colored grout pen and apply, then seal.
I agree with Sharon. (from previous post) get a grout saw & bag of grout from home depot/Lowe's. Clean out old crumbly grout with grout saw then sweep/vaccuum up the dust. wipe it clean. mix and spread grout. Wait a few mins to let grout set up. And wipe with clean sponge. Then wait the recommended cure time and seal.
