The landscape fabric should be put down first along with newspaper and cardboard then the soil.
I agree with Janet, keeps the weeds to a minimum.
Since you didn't put it on the lower level, go ahead and put it down if you want to use it. I don't think there is anything wrong with putting it on top too. It may keep your mulch from migrating down into your soil.
If you have squirrels in your area, do not use landscaping fabric!
