Cats don't have a great sense of smell, but they are very sensitive to textures. Anything that is scratchy or noisy will deter them. If they are your own cats, you can try an outdoor litter box under a porch and see if they will prefer it.
use citrus peels and citrus essential oils with plastic forks prong side up
I use those light weight vinyl type flexible fences with poles and my cat, have never tried to get in or jump over, but it is easy for me to just unhook the top from any kind of post, fastener even plastic bread ties or rod to get in .
