What are the dimensions? That makes a difference. Shelve one side and double rod the other. Depending on the size of the closet add a shoe cubbie on the floor to avoid clutter.

I am working on figuring it out myself. Mine is also not big like those offered today. I think maybe a rod across the back, with a section for long garments and a section with an additional lower rod. A shelf across the top, for boxes of stuff I don't need often. On the side, shelves to hold folded stuff, with shoe shelves below. On the shallow side, hooks or rods to hold belts, scarves, a robe hook, etc. And a shelf up high on each side too, for purses, keep boxes, etc. And a ceiling light, and maybe a little step stool, to help reach the upper shelves.

Mine is approximatly 4x8 ...one end has a billy bookcase for folded items, shelves along the top of all sides to hold out pretty storage boxes for out of season/little worn items, suitcases, extra pillows, purses. I placed a clothes rod along long wall, divided 1/3 for hanging clothes , 2/3 with upper and lower rods for separates. The other end has shoe storage at the bottom (tension rods) and another spot for more separates above (Although if you really like shoes, you could use the entire end for them) In behind the double rod section, I placed a curtain rod and hang all my scarves using plastic shower curtain hooks.

Had California Closets installed all over my house about 30 yrs. ago*, and it was well worth the money and done in stages as budget permitted. My master BR closet gave zero storage and now it holds three times what it used to.
