You can use a stiff-bristled scrub brush to remove the varnish with paint stripper. To get the excess, dampen a soft, fine-grade steel-wool pad with more paint stripper and rub it against the wood and wipe with a rag. To refinish - would you like to stain it? There are a ton of good options. Chalk paint, as well!
