Put a fan at the bottom of the basement steps, or install an a/c window unit upstairs
Put a fan at the top of the stairs so that it pulls the cool air into the house.
Open a return air vent in the basement , Have your furnace fan on and your good. I just open the hole a little that the duct cleaning company left in the return air when they cleaned the ducts. So, no fan to trip over at top OR bottom of stairs. Much cleaner and safer. ;)
Leave your furnace fan running 24/7. It circulates the air in the house. Basement also.
My house was built in 1965 so it originally had wood heat in the basement. If you cut a hole in one of the floors (all it took was one) and cover it with a small vent like the ones they install when they put in central heat and air, it will let the cool air thru
