Start by removing the old finish completely using a good stripper like Citristrip. Sand the surface well and then apply a pre-stain. You are now ready to add the new stain. After application let it soak for 5-10 minutes before applying a second coat. Finally, add a protective seal such as tung oil finish.
There is a product called Howard's Restorer and it is sold in many big box stores and paint stores. It is an industrial strength furniture polish. It comes in various tints, but suspect you will want mahogany. Read the directions but in short you wash the piece with a 0000 steel wool pad and the restorer then wipe the excess with a soft cloth or towels. It should rejuvenate the finish without a lot of work. Should you decide to actually strip and refinish it won't make it any harder.
