Seal up the holes with pruning spray and use a systemic insect control.
If the plant has been girdled, it's questionable. I'd check with the county ag office or a local tree farm (arborist). Continue to treat it with TLC in the meantime
And it's time to surround that tree and others your dog might chew with chicken wire or even stronger fencing. Try to give your dog something else to keep him entertained and distracted, like maybe his own dog buddy. Best wishes 😇
