Not sure if this is a preventative, however Try Wet and Forget which is a safe non-toxic product for mold and mildew.
Spray the vinyl siding with a product called "Spray & Forget." It's perfectly safe (non-toxic) - will not harm humans, animals or plants. Over a period of several weeks, the the rain will clean the siding and "Spray & Forget" will prevent the formation of new mildew. Do this 2 -3 times a year and you'll never be bothered with mildew on the siding again!
The product that Janet suggested using, "Wet & Forget," is formulated for interior use, particularly shower enclosures. "Spray & Forget" (same manufacturer), however, is formulated for exterior use. Definitely use "Spray & Forget."
