I would NOT recommend painting over wallpaper as the 'wetness' of the paint will buckle the paper. Remove the paper first.
Best if you could remove the wallpaper. There is a chance moisture in the paint can make the wallpaper bubble and come loose. I use 50/50 mix of hot water and vinegar in a spray bottle. Spray it on, let it soak in, scrape off with a putty knife. If it won't come off you can prime the walls with a good stain blocking primer like Zinsser 123 or BIN. Then paint.
I completely understand painting over but Debbie is right - bad idea. Had you considered using a textured wallpaper? You might have luck. I have used the faux tin wall paper and it hides a multitude of sins.,
I was told the same thing- do NOT paint over paper- but i am stubborn so i tried it anyway. In my case i had no issues with it! The paper was not loose anywhere and had been professionally hing. My paint never caused it to bubble and after 3 years still looks great. So i think it depends on the condition of the wallpaper and possibly the type of paper.
I'd try to remove it first for a long lasting finish​!
I hate removing wallpaper, but don't recommend painting it. I've seen it done with pretty good results, but I would think since it's a small room and you are looking at it up close, you might be able to see the seams. I would just go ahead and remove it then paint. Good luck.
I would suggest using a textured paint. Then if you have random bubbling it won't be quite as noticeable
