How old is it and where is it planted?
According to what I've read bougainvillea needs to dry out before watering . If the plant stays wet it is happy and has no reason to bloom.

I worked in a nursery & bougainvillea is an acid loving plant. You need to feed it with an acid fertilizer like you would use for azaleas, etc. You can find this fertilizer like at Wal-Mart (Miracle Gro makes a good one) & feed it. To get profuse blooms fertilize it about every 2-3 weeks. Bougainvillea also do not like temperatures below 50 degrees & they like lots of heat - so full sun is best & they love water. If you have yours in full sun, fertilize it & water daily, you should have tons of beautiful blooms. I live in Kansas & we have to grow it as a houseplant, but "boogies" are one of my very favorite tropicals. Good luck - the rewards of this plan are many!
