I would remove the paper to and then clean the surface with TSP. A clean surface would provide better adhesion
I would say yes. Not from any experience but the mastic that holds the tiles to the wall needs to be holding them to a stable surface. If it is holding the tile to the wallpaper what happens if the wallpaper detaches from the wall ? I would be interested to see if a pro weighs in on this.
