You may have to take apart and level the ground around the bed. Or if the ground is level it may be that the bed just needs to be repaired.
Increase the height of the downhill side to be level with the uphill edge using stones, ties, whatever you think will look the best for you. It will look like you put in a tier on the hill. If you want more gardens you could do the same on a smaller scale in different areas.
